[사례연구] No.18 - 전국 최초 민관협력 고양형 달리는 재활용 가게 고양시는 기후위기 극복과 탄소중립 실현을 위해 2022년 7월 ‘탄소중립·녹색성장 기본 조례’를 공포하였으며, 온실가스 감축 시책을 적극 추진하고 친환경·저탄소 생활 실천 운동을 확산하고 있다. 또한 자원순환 집행계획을 수립하여 폐기물 발생을 최소화하고 재활용을 높이는 자원순환체계를 구축해나가고 있다. 한국 최초로 도입된 고양시의 ‘달리는 재활용가게’는 이동식 자원순환 가게로서 시민들이장소에 구애받지 않고 고품질의 재활용품을 배출하고, 올바른 분리배출을 할 경우 현금성 인센티브 (포인트)를 제공한다. 분리배출을 통해 적립된 포인트는 5,000포인트 도달 시 고양시지역화폐 혹은 현금으로 교환할 수 있다. 전국 최초의 이동형 자원순환가게인 ‘달리는 고양 재활용 가게’는 시민들의 고품질 재활용품 수집 및 배출을 통한 자원순환경제 추진, 자원순환 활동가 양성을 통한 일자리 창출, 적립된 포인트를 통한 지역경제 활성화에 기여하는 주민 체감형 시책사업이자 민관협력 사례로서 편리성과 인센티브를 통해 시민들의 참여를 적극 이끌어 내어 2023년에 재활용가능자원 분리배출 분야에서 지자체 중 최고로 인정받았다. 문의 : 이예솔 자원순환 담당관 (yesol.rhee@iclei.org / 031-255-3253)

[사례연구] No.17 - 고양특례시 도시소생태계 물순환 시설(영문)

Micro-ecosystem Water Circulation Facilities in Goyang Special City -Springs, Cooling & Clean Roads, Rainwater Saving Boxes, Rooftop Greening of Ilsanseo-gu Office- Goyang Special City (hereinafter referred to as “Goyang”) has seen rapid urbanization and population growth since its plan to build a new town was announced in 1989. Various issues, including climate change due to greenhouse gas emissions concentrated in urban areas and environmental degradation in the city, have emerged during this process. Since Goyang devised the environmental policies in 2019 to implement the Paris Agreement, it has steadily checked its implementation status. At the same time, it has also introduced water circulation facilities to adapt and respond to climate change and registered Janghang Wetland as a Ramsar Site to conserve its carbon sinks. On top of that, it has continued its efforts to improve the environment and enhance citizens’ life satisfaction through the campaign to plant 1.05 million trees and create urban forests. The city came up with the idea of micro-ecosystem water circulation facilities after contemplating ways to use underground runoff generated from subway sections and large buildings. It has been well received as a commendable policy to respond to climate change as it not only makes the living environments more pleasant by restoring the urban ecosystem and mitigating fine dust, but also reduces a heat island phenomenon that heats up the urban areas at the height of summer. The microecosystem water circulation facilities include springs in small-scale wetlands by using underground water; cooling and clean roads that address heat waves and fine dust by spraying underground water onto the road surface; rainwater saving boxes that store rainwater and automatically feed water into flower gardens; and rooftop greening of Ilsanseo-gu Office that provides ecological rest space in the urban area. Now that the role of local governments has been more important than ever in devising adaptation measures, Goyang’s micro-ecosystem water circulation facilities are very meaningful as they use underground runoff and rainwater in the “region” to establish adaptation measures and operate “region”-specific policies, focusing on areas with a high ratio of impermeable lands. ○ 문의 : 윤영란 정책정보팀장 (younglan.yoon@iclei.org / 031-255-3251)

[사례연구] No.17 - 고양특례시 도시소생태계 물순환 시설 고양특례시는 1989년 신도시 건설 계획이 발표되면서 급속한 도시화와 인구증가가 이루어졌다. 그 과정에서 다양한 문제들이 나타나기 시작했는데, 특히 도시에서 집중적으로 발생하는 온실가스로 인한 기후변화 문제와 도시 내 환경오염 문제가 심각하게 대두되었다. 고양특례시는 2019년에 파리협정 이행을 위한 환경정책을 수립하고 꾸준히 이행상황을 점검해오고 있다. 동시에 기후변화 적응과 대응을 위한 물순환 시설을 도입하고 탄소흡수원 보전을 위해 장항습지를 람사르습지로 등록했으며 105만 그루 나무 심기 운동과 도심 숲 조성사업을 통해 환경을 개선하고 시민들의 삶의 만족도를 높이려는 노력을 계속하고 있다. 고양특례시가 지하철 구간과 대형건물에서 발생하는 유출지하수의 활용방안을 고민하다 시작한 도시소생태계 물순환 시설운영은 도시의 생태계를 회복하고 미세먼지를 저감시켜 쾌적한 생활환경을 만들어 줄 뿐만 아니라 한여름에 도심지역이 뜨거워지는 열섬현상을 줄여주어 기후변화 적응정책으로도 좋은 평가를 받고 있다. 지하수를 활용해 조성한 자투리 습지인 옹달샘, 지하수를 도로 노면에 분사해 폭염과 미세먼지를 해결해주는 쿨링&클린로드, 빗물을 저장했다가 화단에 물을 자동으로 공급해 주는 빗물저금통 생태보행로, 빗물 유출을 줄이고 도심 속 생태 휴식공간도 제공해주는 일산서구청 옥상이 고양특례시의 대표적인 도시소생태계 물순환 시설이다. 기후위기 적응대책 수립에 지방정부의 역할이 중요해진 지금, 고양특례시의 도시소생태계 물순환 시설은 ‘지역’ 내 유출 지하수와 빗물을 이용해 ‘지역’에서 불투수 면적이 높은 곳을 중심으로 ‘지역’에 맞는 적응대책을 수립하여 꾸준히 정책을 확대·운영하고 있다는 점에서 의미가 크다. ○ 문의 : 윤영란 정책정보팀장 (younglan.yoon@iclei.org / 031-255-3251)
